The Government of Arunachal Pradesh has made several policy
announcements in order to set up the right kind of business climate into
the State. Such policy documents guide the investors about the opportunities
in the various sectors of the State. They lay down a roadmap for removing
various hurdles in the path of industrial development of the State. They
also envisage the investment incentives and schemes for the investors.
The major being, the Agricultural
Policy, which has been announced with a view to achieve higher economic growth and create job opportunities for the rural
unemployed through agriculture and allied sector. It aims to govern the
entire gamut of agriculture scenario of the State. The basic objectives
of the policy are to:-
- Create conditions which would help the farming communities
to maximize their incomes;
- Encourage land based activities like agriculture, horticulture,
floriculture, sericulture, fish rearing, etc;
- Give special emphasis on shifting cultivation, thereby
ensuring better land management and introducing improved cultivation
in slop land through agro-forestry and other activities;
- Identify new location specific and economically viable
improved species of agriculture, horticulture, livestock, fish, etc;
- Ensure adequate and timely supply of inputs such as seeds,
fertilizers, pesticides, agri-tools and implements, as well as credit
at reasonable rate to farmers by the Government and other institutions;
- Raise the consumption of such inputs for achieving the
targetted increase in per unit area productivity;
- Encourage use of organic manure/compost with a view to
avoid ill effects of inorganic fertilizers;
- Create conditions that encourages participation of the
private enterprises in the establishment of agro-based industries;
- Encourage formation of 'Self Help Groups' and village
committees at different levels;
- Build a well organized, efficient and result-oriented
agricultural research and education system for introducing technological
changes in the agricultural sector;
- Develop marketing infrastructure as well as techniques
of preservation, storage and transportation, etc. with a view to reduce
the post harvest losses and ensure a better return to the growers;
- Set up the agro-processing units, mainly small processing
units, in production areas so as to add values to agricultural and horticultural
produce; etc.
Another important policy is the Industrial
Policy, which aims to develop sound and efficient industrial base
in the State economy. The basic objectives of the policy are to:-
- Encourage the establishment of industrial undertakings
in the private and cooperative sectors for the sustainable development
of the State;
- Create gainful employment opportunities (especially self-employment)
in industrial and allied sectors for the local populations of Arunachal
Pradesh;
- Exploit fully the forest resources, minerals and other
natural resources of the State for its industrial development;
- Remove transportation and communication bottlenecks in
the State;
- Create investor-friendly climate for all industrial units;
- Encourage investment into the economy from investors
outside the State;
- Generate employment among women and encourage women
entrepreneurs;
- Develop agro-based industries especially in the plantation
sector;
- Revive sick industries in the small-scale and tiny sector;
etc.
