The Government of Manipur has made several policy announcements for attracting investments into the State and thus contributing to the development of its economy. These policy documents also envisage the investment incentives and schemes for the investors. They have been framed with the aim of removing the various road blocks which hamper investment and progress; providing the right kind of business climate in the State and bolstering the industrial climate of the State.
The most important being the Industrial Policy of Manipur, which aims to facilitate rapid and substantial industrial development in the State through the provisions of an investor-friendly environment; infrastructural and institutional support; attractive incentive packages and optimum resource utilisation. The objectives of the policy are to:-
- Create necessary conditions for maximum possible utilisation of the locally available raw-material and human resources;
- Create gainful employment opportunities for local population;
- Provide access to high quality infrastructure;
- Remove procedural bottlenecks and legal hurdles for promoting investment;
- Promote export oriented industries with a view to exploit the emerging market opportunities in the neighbouring countries;
- Develop marketing facilities for industrial products;
- Promote tourism industry in the State;
- Revive and rehabilitate sick industrial units in the State;
- Develop food processing industry by facilitating forward and backward linkages;
- Enhance value addition in products and processes through rapid technology upgradation.
The Government of Manipur has also evolved a comprehensive 'Information Technology (IT) Policy' with a view to transform the State into an information technology driven economy. The objectives of the policy are to:-
- Set up the institutional framework to implement and monitor the IT policy;
- Use e-governance to upgrade the standard and quality of administration and provide citizen-oriented, efficient and cost-effective government;
- Promote investments and growth in IT industry, and encourage private sector initiative in IT related infrastructure and services, so as to increase the contribution of IT in the economic growth of the State;
- Provide adequate infrastructure in the State so that the IT sector can flourish;
- Encourage percolation of IT literacy and education in the State;
- Generate IT related employment opportunities for the educated youth; and
- Use the power of IT to enhance earning capacity of the citizens for a better quality of life.
Besides, a Tourism Policy has been formulated by the State Government in order to promote the State as a destination for tourism and attract investment into the sector. The objectives of the policy are to:-
- Create employment opportunities in the State;
- Create a business climate which will attract outside investments;
- Project an image of care and hospitality to the world at large and make the State one of the best tourist destinations of the country; and
- Encourage traditional artisans, weavers and handicrafts.
