The Government of Nagaland has made several endeavours
in the form of policy announcements for attracting investments into the
State. These policy measures unveil a roadmap for the overall development
of the State by removing the hurdles in the investment process. They guide
the investors about various opportunities in the State as well as provide
several incentives and schemes for creating a conducive business climate.
These policies are aimed at fully utilising the available resources; generating
gainful employment; as well as improving the quality of life of the people
of the State.
The most important being, the
Industrial
Policy, which has been formulated with a view to facilitate rapid
and sustained industrial development in the State; create climate conducive
for investment; and enable the enterprising entrepreneurs to generate
substantial income and employment for the people of Nagaland. The basic
objectives of the policy are to:-
- Ccreate gainful employment opportunities for local population;
- Develop human resources and bring about improvement
in the quality of life by promoting industrial ventures in sectors in
which the State has a comparative advantage;
- Develop entrepreneurial and other technical skills of
the available human resources by setting up training centers in relevant
sectors;
- Develop industrial infrastructure in selected areas
by providing common facilities in a compact area for specialized categories
of industrial units;
- Promote export-oriented industries with a view to exploit
the emerging market opportunities in the neighboring countries;
- Develop marketing facilities for industrial products;
- Encourage large and medium scale mother industries in
the public, private, joint and assisted sectors to create an industrial
base, making use of the available resources of the State in selective
categories compatible with the local environment and ecology;
- Develop village and Small Scale Service and Business
Enterprises (SSSBE) to provide self-employment to unemployed youth;
- Develop and promote tourism Industry in the State;
- Revive and rehabilitate sick industrial units in the
State;
- Develop food-processing industry by facilitating forward
and backward linkages;
- Expedite formalization and development of cross border
trade with Myanmar; and
- Provide investor friendly environment by removing procedural
bottlenecks and legal hurdles.
Another major policy is the Information
Technology (IT) Policy, which has been announced in order to position
the State as an attractive location for development and growth of the
information technology (IT) industry and related services. The Government
is to play the role of a facilitator, by defining standards and providing
adequate infrastructural support for the purpose. The basic objectives
of the policy are to:-
- Create and systematically enhance the IT infrastructure
in the State through Public-Private partnerships;
- Develop human resource by widening the reach of IT education
in terms of quality and spatial coverage with a view to improve
the employability of youth;
- Encourage e-Commerce with a view to enhance connectivity
of the State;
- Promote e-Governance as a tool to deliver a Government
that is more proactive, transparent and responsive to its citizens;
- Disseminate necessary information to the citizens in
a fast and effective manner;
- Use IT based technologies to uplift the quality of life
of the people of the State, particularly in the rural areas;
- Grant industry status to all software industries in the
State, including IT enabled Services making them eligible for all concessions
and incentives applicable under the State Industrial Policy; etc.
